Do you agree that a 'friend in need, is a NEEDY friend' ?

Not if they are not always, consistently needy. We all go through times (good and crappy) where we need the support of friends (ie: break ups and weddings) for a temporary period of time. If the friendship is ALWAYS about the friend needing support, and they are always in crisis mode, now that's needy.

Depends on the friend...
I've had cases where the friends who were in need, were appreciative, and very thankful.. not psycho. It's a 2 way street also, these friends will be there for you when needed as well. I have friends like these that I've had for YEARS and will do anything for. To me they are my second family!

I've also been in a situation where, I helped someone, and because of it they "attached" themselves to me. Now I am married and have 2 boys (pregnant with our 3rd) And the person I helped was a single woman. She would call me CONSTANTLY or just pop over unannounced at weird times.. felt sufficated!! I tried talking to her outright, it would go ok for a week or 2 and she'd be right back. She could make a huge drama outta nothing. I am a person who is a people pleaser and don't like hurting others feelings, but it got to the point where I was stressed out in my own home, it was causing problems in my family, and was just too much to deal with her. We ended up moving to another town.. not because of her, was hubby's job, even though wasn't far though. I stopped returning her calls. That drama is over. Whew!

But yes I think it depends on the friend.

Wow, that is a different take on how I interpreted that phrase. I always took it to be a friend in need, as in my time of need, is a friend indeed. I never took it to how you are saying it.
