For snakes, the term is shedding. Spiders and birds molt. Snakes and lizards shed. :)

You can offer while he's shedding but he probably won't accept, and worst case scenario, he might vomit the rodent if he's stressed or otherwise unhealthy when he goes into the shed. Best just to wait till he's done shedding; then he'll be niiice and hungry!

No, it isnt good for them to feed while they shed because the new skin is still fresh and may rip, andsome of the dead skin might rip too, also they're grumpy and very irratable while they're shedding. If you do decide to (not reccomended) make sure it's frozen, the snake could be hurt by the mouse/rat if it's big enough.
Oh, im not trying to accuse you or anything, but i only read throug hthe question quickly and your snake should shed about every month or so or it may be underfed or have a growth disease. MY snake has a growing problem so he doesnt shed very much.

I would wait until the shed is complete. Snakes have very slow metabolisms and wouldn't normally be out and active to feed during this time, therefore it's healthiest for your snake if food isn't offered.

you can offer or not, as you probably already know snakes can go a long time with out eatting so it won't be a big deal either way.
