check ur phone line that connects ur wall to the computer(usually it should be a direct connection with no splitters or any other devices) if it has a dial tone. then at the back of ur tower, u should have two holes for ur modem(not the lan which is bigger). one should say phone and other should be line. make sure it is in line. if all fails, then call dell and ask them to do a hyperterminal.(also letthem know that ur getting a no dial tone msg) if the hyperterminal fails, the it has to be a problem wit the modem. cuz if everything is ok then it has to be a problem wit the modem, which if is wrong then dell should replace lol

Apologies for yet another answer but here goes:
There are several possibilities:
1) The driver for the internal modem is not installed properly (this can give the "no dial tone" response)
2) The cable between the modem and your phone socket is faulty.
3) The settings required to dial the dialup connection are not setup or entered correctly (less likely to produce a no dial tone response if the modem is setup correctly).
4) Your phone line is faulty (least likely)- I presume you have a phone plugged in also and it gets a dialtone.
5) you are using a phone line extension cord that will not work with your phone service ( I have encountered this).

Of course make sure your phone has a dialtone itself. You said he hasnt loaded anything? Well dialup needs the software from the service provider. If you don't have it well use the old computer and download it to a disk. That is about all it can be. If its a new computer testing the modem and such is probably fultile as its unlikely that it is broken. Have fun with the new computer!

could be several things...
Cables... Check that the cables are new and not the same ones, irrespective of what you think you know, it aint worth the hassle assuming they are fine...
Check the modem is ok using the dignostics within the hardware properties
Get your phone supplier to confirm the line is ok...
Possible ren issue if your in the UK...
Networks there (dont know about elsewhere!) have a habit of closing of the line so that it doesn't support as manydevices... eg Sky, Fax alarms etc etc...
Disconnect all else then try again...

Either the orange cable you're speaking of is broken, you're inserting the line into a LAN slot and not a dial-up modem, or the ISP you got your dial-up from has rescinded their service.

He probably needs to load the drivers and service fromthe disks rovided with the old service. You mentioned that he hasn't done this so I'd recommend trying that first and then see if it works.
