I am trying to help a friend, who is an undergrad in a university find a summer program where he can take courses related to computer/ video game design/animation and such. Do you know which schools offer such summer courses? (Anywhere in the U.S., Canada or U.K would be fine)

The University of Advancing Technology (Tempe, AZ USA) has classes all year in 15 week trimesters.

They also offer distance classes for online students.

You're making the incorrect assumption that you need to go to school for game design in order to become a game designer.... that's actually not how it works. Many game designers just went to school for business, art, or computer science. They learned project management, 3D animation, or programming, and worked in the game industry for a couple of years. After gaining the experience they needed, they moved up to the position of game designer. Especially at large companies, game designers aren't hired without several years of work experience within the game industry. Game companies honestly don't care about where you graduated from or what degree you have, they only care about the skills you possess and how you can benefit the company. Getting a 2-year degree, then continuing your education at a university is a good idea if there are honestly no courses that would benefit you at the current school. However, there are likely some very useful courses being offered that you don't realize will actually help you land a job in the game industry. Knowledge of programs like Microsoft Excel, beginning programming, design, and IT courses can actually be quite beneficial to some positions. The second link is about game designers and their role in the game industry, it dispells a lot of the misconceptions that people have about game designers and what they do on a day to day basis.

-There's a website I used my senior year of High School during the big college search. Not only did it help me search through specific school information (such as costs and available degrees), helping me find which one was right for me, but in the meantime it lets you apply for numerous student loans, scholarships, and aid funds. I highly recomment it to anyone in the college decision process.

you should definitely check out Carnegie Mellon. My friend went there last summer and told me they had a course on computer/video games.
