First off you will need some web space (if you dont already have some). I personaly recomend using angelfire.com or any free websites.
Then all that is left is for you to learn a web language. A great place to start out is html, and for that I recomend that you view, http://www.funkychickens.com/html.html

Are you wanting to design a website, as in a page or multiple pages, or are you talking about a webserver?
The link that I pasted below is a query in Google that returns many websites on tutorials for getting started in website design. As far as running a webserver, that is a whole separate chapter.

Find yourself a nice wysiwyg html editor and create a page. You could also create a page in word, or publisher. Once you have the page created all you have to do is upload the files to your hosts server.
