I think it would be very interesting if all future computers, including smartphones and the One Laptop per Child computer booted purely and exclusively off of the universal internet!

Nope.

The reason is simple. Before your device can connect to the internet it has to have certain TCP/IP parameters set. There has to be some information on the terminal side to allow this to happen.

However you can have a system which has this information contained in firmware - thereby eliminating the need for a built-in operating system

While it might be possible to make all computers "boot" off the Internet, it would not be possible to make an Internet BIOS. The BIOS is a computer is what initialize things like the system board, processor, memory, and finally the boot device (be it hard drive or something else). So the BIOS completes before the booting of the OS begins. What you are technically talking about (and yes, I am splitting hairs) is a pure Internet OS.

there are already machines likes these called dumterminals but they are mainly used within unix systems, where the servers process all the information, eg the computers have no processor of their own. or hard drive.
a computer will always need an operating system to bootup.
