Have the health dept come out and check, this doesn't sound right. If there is a health hazard, you can legally break the lease.

by single floor apartment im guessing that means that your apartment has only one floor, but there is an apartment above you? if there is an apt above you, perhaps someone up there spilled something on their floor and it seeped down to where you can smell it too. if there is no apt above you, maybe an animal got into the attic or crawl space above your ceiling and never got out and is rotting up there. if you are friendly w/other tenants (if there r others), you can ask them if they notice a smell in their place. you can have your landlord come in and take a smell for himself or if that goes nowhere, you can have the ground and water tested. i think you call your city or town hall and go from there. good luck to you! (also you could contact the building inspector who is probably in the city or town hall too)

Check behind/under frig, oven, dishwasher, as well as air vents.

Do you have a cat? Sometimes cats bring in dead animals and stash them in your shoes or other nice little crannies.

You said it's stronger near the ceiling. Did you check your lighting fixtures? Could be a dead bat or bird up there.

could the cement have a crack, maybe around the edges of the appartment. Or could the smell be from the roof.

If the roof is flat the water gathers on the top and stays there

Are you the landlord? If not, break your least for cause and move out! Yuck.

If you are the landlord can you visit your neighbors and see if they have similar issues? You could have something trapped in the ceiling or walls.
