Because if it started at 9, it would have to end at about 4 or so. Then you'd have after school activities until about 6 or 7, and then go home, have say, choir practice at church at 7, or play rehearsal at 7, then that goes until about 9, and THEN you're starting your homework, and you haven't even had dinner yet? Because they want kids to be home by about 4 including after-school stuff so that they can do homework, eat dinner, have family/down time, etc. Basically, so that you're not running ragged. Just go to bed a little earlier. I'm 22 years old, and I go to bed at 10:30. No biggie.

Depends on the school. When I was in high school we had "split shifts" to accommodate the number of students we had and the first class was at 7:00. Most schools start at 9:00 because it's the traditional start of the business day (9:00 - 5:00) and is intended to acclimate students to those hours.

probably because they use the same busses for the younger and middle school kids. the district can't afford enough busses to have all schools start at once. so it's a matter of saving money on transportation usually.
