what are the best pacakages for dial up available in india?
does it work without phone connection for laptop.?

Depends upon the requirement
I think broad Band is better if you really want to use the real internet. Reason - the speed of surfing on Dialup could be as slow as heroine running towards old hindi movie in a slow motion

well, if you are in Delhi or Mumbai, MTNL could really be nice

In very simple terms....dial up connection isn like a one-lane village road and broadband is like a six lane express highway. While this is what it means in true sense, it it not that true as far as India is concermed. Well, as far as the option goes, it depends on your usage of internet. If all you are going to do is browse a few sites with lots of text like this site and do some chatting and stuff like that, dial up is sufficient. If you are gonna download huge files like songs and movies, then go for broadband. Broadband does not always require a phone connection example: sify - but the service is pathetic). I's recopmmend BSNL or MTNL broadband.

broad band is faster,in dial up sometimes the connection will cut because of incoming calls and so the broad band or the wireless networking is better to India

Broad band is better one compare with the dial-up.the dial-up connection is very slow but the broad band is very fast.we could not make any call when we are in dial-up but we use the phone when we are in broad band.Air-tel connection is best in my place.

What is Indian conditions in the first place? As if you are driving some vehicle.
The basic difference is the speed @ which you can browse, BSNL has good plans starting from Rs250/- per month

a dial up connection is one which involves call rates.....while broadband is a prepaid service wid unlimited access.
broadbnd is better. airtel brodband costs 500 a month.....use as much as u can.....100mbps speed.

dialup is used in mostly unconnected systems and BB is for fastr acces of net and is thru a connected media. preferably bb is best.
