It is simply called a garden arch. If it is larger, perhaps tunnel shaped or covering a patio, it is a pergola. An arbour is a seat with arch over the top. And an arboretum is a garden/ park/ horticultural establishment specialising in trees!

It all depends on the type of shape it makes and what it is made out of, and how big. You can have arches, arbours and pergolas which are all big enough to sit or walk under. Also you can have wigwams and obelisks and other supports which the plant can grow up but cannot be walked under as they are smaller and have no gap in centre.
