Everyone throws the used newspaper down the chutes and fills up the dumpsters that collect the trash. Any ideas about how I can slove this issue? I would prefer not to have them fill up my dumpsters. Besides recycling, any ideas?

Drag a couple out in the hall and stomp on them. The others should get the message.

You might call your city - some will bring recycling containers onto your property. Or, call a third party company that provides recycling containers.
If nothing else, I would put boxes/bins marked "paper recycling" near the chutes. If you make it convenient most folks will gladly comply.

if you dont provide them with somewhere else to dispose of them, then i doubt you can do anything about it, they are disposing of trash in the proper place
