done how do you prevent this and how do you send the mother how without harming the baby and details on how to save the baby

If immigration didn't do anything, that chances are the mother is
legal.

If the police did not report the incident to child services, chances are
there is no abuse.

Or is it that you or someone else just doesn't like the way the child
is being raised.

if the child was born in the US then it is still a US citizen even if it is undocumented.. therefor DHS can step in and the child would become a ward of the state if the abuse was severe enough.. I'm not sure if DHS would file a claim with Immigration after that or not... in other words i can't tell you if they legally have to.. and to be honest it probably changes from state to state rather than being federally regulated.. so what you can do to help the child is to call the child abuse hot line if you have seen abuse or have decent evidence and if it is acceptable (they are pretty picky on what is acceptable) then they will launch an investigation... I don't have the number on me right now.. but if you Google Child Abuse Hot line it will come up.

Due to the cutting of funds for social services(thanks, george bush!), many agencies are severely understaffed.
You need to call DFS every time you hear or see abuse. You also need to document these instances.
But please remember, the government is operating under a 'family at all costs' theory right now(thanks again, george) and many agencies want to remove children from homes but cannot. The social worker may want to take the child out of the home but is not allowed to do so.

Call immigration again and then call child services. They will investigate and hopefully take the child away from her. The child's safety is the bigger issue, but I would also like the person to be deported if they are here illegally. Most likely the child was born here so the child wouldn't be deported.
