For permanent residents, you have to make at least S$30K per annum. For non-permanent residents, you will have to earn more than that. Besides these, there are other considerations also e.g. what line you are working in. These requirements differs from bank to bank, depending on their risk appetite but the minimum requirement of S$30K income per annum is set by the Monetary Authority of Singapore. So that's a must.

for a foreigner, you need to earn @ least S$60, 000 per year for the bank to process your credit card.
other than that, they will have review your employment status & minimum requirements, like age, etc.
for locals, it's @ least S$30,000 & 21 years old, with a job.
