The phrase is from a song by Radiohead called "Climbing Up The Walls". The word fifteen was probably chosen for the way it sounded with the other lyrics and the beat. Most of the places on the Internet that this is mentioned also follow with the next line of the song, "Fifteen blows to your mind"
