The phrase is from a song by Radiohead called "Climbing Up The Walls". The word fifteen was probably chosen for the way it sounded with the other lyrics and the beat. Most of the places on the Internet that this is mentioned also follow with the next line of the song, "Fifteen blows to your mind"

Sounds like it is part of the lyrics to a song called "Climbing up the Walls". If so, it's going to be difficult to actually ascertain what it means because it will mean something different to each person who listens to the song.

According to the band, however, it is indeed about skull crushing. It was written during the time when one of the band members was working at a mental hospital when "Communities that Care" first started. It was his way of dealing with basically the cupboard monster.
