a few weeks ago i flooded my -dodge grand caravan-when i went to get it and started it it makes a ticking sound. the other day i went to leave and now the back tire wont move

you should change the oil after flooding the vehicle. the gasoline will seep through past the pistons and get into the oil thinning it out, this is very bad for your engine. change the oil and maybe even put some additive in it for noisy lifters( that's what is making the ticking sound). as for the brakes they are completely unrelated to the flooding problem. if you have rear drums then they are more than likely adjusted up to far and stuck, they have self adjusters inside which sometimes go to far. there should be a slot in the backside where you can get a screwdriver in to turn the adjuster back.

Sounds like you have a problem with your brakes. Check to make sure that the hand brake disengages properly. If not, you're gonna have to call a mechanic to have that ckecked out. As for the clicking sound it must be electrical. If you flooded the vehicle it could be that something got wet. Thus, let it run a little bit and then it'll go away.
