Possiably your CPU is been under the control of Malicious Software. Although certain legitimate software can make it run at 100% but only for short periods. By pressing Crtl + Alt + Del to bring up the Task Manager window you can look at the process which is making it run at 100% then google the process can tell you if its a genuine process or not. I would run antivirus scans, anti spyware and adware software to remove any thing found on your system along with a register clean up.
Hope that helps
The link below talks you through some of the problems and offers alot of help to resolve the problems. It may offer a solution for you.
A collection of useful resources for determining and dealing with the source of high CPU usage problems, which cause the system to become unresponsive either intermittently or continuously. Note that the System Idle Process is supposed to have a high CPU usage rate at idle. This process accounts for unused system time. If your system is responsive and the System Idle Process CPU usage is high, then you do not have a CPU usage issue
If the Knowledgebase Articles don't help you resolve your high CPU usage issue, bear in mind that corrupt system files and drivers, older drivers, corrupt applications, viruses, trojans, worms and insufficient RAM can all cause CPU usage to go high. Use the resources that appear after the Knowledgebase Articles for further help in locating the source of the problem: Additional Resources.

Preferably you want to see the System Idle process with as nice high number as this would indicate that your system has available processing capability. When a process takes up more utilization than neccesary for that process to run you have eitehr a "hung process" or you are seeing malware activity on your machine. You can Kill a hung process in Task Manager by selecting it and clicking the End Process button (Im presuming a Windows operating system). Similarly you can kill malware but often there is another process that will restart the one yo killed. So if you believe you system to be compromised with Viruses and/or Spyware you need to start cleaning up the mess. First things first. Do not use a user account that has Administrator rights when your simple "using" your PC. Only use such rights when your "Adminstering", such as adding and removing software or cleaning up an infection... If you have anti virus software and spyware removal software this would be a good timeto use it. I prefer Ad-Aware from Lavasoft.com Be sure to download from Lavasoft as there are many spyware removal tools that are spyware in and of themselves. Restart in safe mode and run the Spyware removal and AV software (not at the same time - in fact you will want to disable AV while scanning for spyware) and reboot in between each and every scan and removal you complete. Do this until the scanning software shows no infections. Then you can boot normal and check to see the results. You may have to do some more manual cleaning but the system should be much more stable. Transfer any of your favorites and saved files to teh new Basic User Acocunt you created then use the new Basic User account in the future. Malware will have a much narder time infecting your system if you are not using an account with high level permissions.

you took one stick of ram out? doesnt ram paintings in pairs? did you replace both sticks ram? i had a similar situation the position my cpu should be close to 100% and the fan should be spinning at excellent speed. i had vista, then upgraded to abode windows 7, and the priority stopped. sounds like you've a ram situation, vista used to suck up a tone of ram for me, then win 7 makes use of lots a lot less and now my cpu is way slower. thats what occurred to me. ascertain what type of ram you've, maximum ram paintings in pairs you gotta take both out no longer basically one. try re setting up abode windows 7 and ascertain its 32 bit, you dont have adequate ram for sixty 4 bit.
