Start by sitting in a bath of warm, but not hot, water to soften the skin and open your pores around the shaft of hair. It will also make the hair itself softer, and easier to remove.
Apply a fairly thick coat of shaving cream/gel against the grain to make the hairs stand up better (going up from the ankle, not down.)
Then use a new razor to make sure you have a good sharp edge on the blades, and multiple blades if you can.
Shave with the grain to help avoid burn, and only shave over an area once.
Rinse your skin with cool, but not cold, water to sooth the skin and close pores.
Pat dry, never rub. And finish with a good lotion that is dye and perfume free. Aloe vera gel works great for this.
If you still have any minor bumps, the apply a product specifically designed to treat razor burn. There are many out there, just look in the shaving isle of your local store.

OK. First off you NEED to exfoliate. This will remove and clean out all the excess oil that is what's probably causing those little red bumps. Buy an exfoliating cleanser for your legs at a local drugstore.
Next, buy a NEW nice female razor. Because you are sensitive try to continually use new razors on your legs because dull razors can also cause razor burn.
When you are finished put on a fragrance free and preferably non-comodgenic lotion. Dry skin can sometimes cause razor burn as well, but then so can fragrant lotion.

(A) Try "Tend Skin" which is specifically made for razor burn. It helps to lessen the appearance of razor burn. You could find it in a spa, their website (Google/Yahoo it), or eBay (for a better price).
(B) When you get out of the shower, apply a nice layer of baby oil to "lock in moisture".
I have had razor burn problems in the past and after about a month of using the baby oil after the shower, the razor burn had faded significantly.
If you're worried about the date and spotty legs....just make sure the lights are turned out or dimmed! ;)

Use a good razor and saving cream. I used the cheap razors and I always got razor burn. Also the more ofter you shave the less likely you are to get razor burn (also personal experience). The longer your leg hairs are the more likely you are to have in grown hairs, which cause razor burn. Also use lotion or baby oil on your legs after you shave.

Try exfoliating before shaving. Also, try shaving with the flow of the hair instead of against it (ie, down the leg instead of up the leg).
Also, make sure that you use a shave cream (preferably for sensitive skin) when shaving. Often, razor burn is worsened by skin being too dry when shaving. Put aloe vera (like you would on a sunburn) on your legs after you shave.

I always use the bikini area shaving cream. Then right after I shave I use a cortizone cream. Very light amount not globbing it on. Never ever use a perfumed cream afterwards. Also, do not sit in a hot tub before you shave it brings the blood closer to the surface.

instead of using shaving cream or whatever you use, try Lever 2000 bar soap... works well for razor burn.
