This may sound like more procastination but it helps.
First spend 15 minutes cleaning up your study area. (Subconsciously, you don't want to sit at a messy cluttered desk).
Next burn some incense or use aromatherapy oil. lime and lemon elevates mood and fight exhaustion and listlessness
mint helps eliminate mental fatigue and unclear thinking , and stimulates. pine strengthens and clarifies.
Burn a candle at your study area.Candle therapy can be used to unite the powers of mind, body, and spirit. A candle acts as a "self object". A self object is an object that is a reflection of our self, a reflection upon which we can act. The candle reflects the spiritual and ethical changes we would like to bring about in ourselves. It burns as a reminder and symbol of our desires. In your case this should be a reminder of your mind's strength in reataining your studies.
Play some non lyrical environmental music, (lyrics distract your mind)
Get a glass of water and your ready to study.

littlebits suggestions are all really good.
It sounds like you also are having trouble learning how to study, and that is what is partially causing your procrastination.
When you read paragraphs look for the main idea of the paragraph. Usually, but not always, it will be the first sentence (topic sentence). Find the most important topic sentences.
Also, if you've been given any study sheets, use those. Most econ classes (especially if this is a lower level gen-ed course) will usually have teachers that will give you fill in the blank style answers, and sheets that will basically tell you which questions are going to be on the test.
Any important facts, write down on notecards individually. The best way I found to study with my ADD, was to seperate individual facts and statistics and answers by writing down one per sheet. And sometimes question on front, answer on back.
If there is any kind of essay component, most likely you will have been given some ideas of what questions would be on the test. In that case, prepare your essays in advance. Get an idea of the main points, and make sure you have a basic outline before you go in.

I've always found that there are really two great ways to study. One being to color code notes and other figures with items that are alike and then study them. You're brain finds it easier to associate the colors with the item(s) you need to remember rather than trying to just memorize them. Another great way to study is by using pneumonic devices. This is a great technique that I have always found useful. Instead of remembering the entire color spectrum, for example, people use the pneumonic device ROYGBIV, *pronounced roygeebiv**. Make up your own that will work for you! BTW- they say if you tell someone something 3 times, and really mean it, you'll remember it yourself!! It works, TRY IT AND GOOD LUCK!

Don't postpone, the most important and the most difficult task is to actually get yourself to open the book and open the chapter u need to study, once u realize how much there is to study trust me you'll start studying,if that doesn't work imagine how good i would feel when you've got the best marks and how jealous everyone would be of you, that should do the trick.

first, pull your head out of your ***. next, study what the professor talked about as if its the most important.
my strategy:
highlighters in 3 colors. highlight in your book.
first color: things that are asked about in the end of lesson questions.
2nd color: things that are asked about in the end of chapter questions.
3rd color: things the professor talked about. go over your notes to get that info.
go over things that are highlighted with all 3 colors the most. go over the ones with 2 colors some, and go over the ones only highlighted once if you have time.
