can propaganda be justified at all?

Yes,if it can save lives.War is horrible but sometimes needed,think WW2 for example.War needs to be the absolutely last resort but when a government is forced to do it,I do think some forms of propaganda can be justified.

Propaganda is used to give some moral reason to hate/kill another human being.
Doesn't need to be used only during wartime.
Bush amnistration is very good at it.

Well, in case you hadn't noticed - all political ads, speeches, etc are almost all propaganda, per se.

Propaganda tends to seduce the stupid, not the intelligent.

why do you think it is only in effect during wartime? in past generations this was much more effective. with the different press and tv available, we determine for ourselves better than was once the case. more free thinking and sceptisism now than in past decades.
