-Check "View current sheet right-to-left"
-If you want this to be for every worksheet you create, also check "Right-to-left"
-Click OK

What screen are you on? Serial no and scroll buttons are not on the regular Excel screen.

Go to
View > Toolbars > Customize
From the commands tab go to Format in Categories.
Now in the left list scroll down until you find the command that says "Sheet Right-to-left"
drag this command to whereever you want on one of the toolbars in your screen, then press Ok
From now on you can click this command to switch your Sheet view from Right-to-left to Left-to-right
