I saw this the other night on an HGTV Xmas special & I am going to Michael's later on today to shop.
They took white pipe cleaners. I am going to spray mine with glue and sprinkle them with glitter. They grabbed a bunch together all the same length & tied them off in the middle with another small piece of pipe cleaner and then started separating them to form a round shape. Then they tied a pretty illuminating ribbon (but you could use another material) on it and hung it from a rod suspended from the ceiling in all different lengths. I was just going to hang them in my window which has enough space (indentation) to hang there. Just going to screw some of those teeny little hooks into the top of the window frame so they can hang there. They were very pretty and looked very ornamental, almost like a snowflake. You could use all different colors, I suppose. Very cheap! You should go on their website, I bet they have all sorts of cheap crafty ideas for Xmas. I know I am going to look at it before I go off to Michael's
