why can i not use a motion sensor with a fluorescent fixture

You can use one, you just have to install it properly, Most motion sensors have 4 wires, one red, one black, one white and one green, red is normally for the load(the Light), Black for the hot(power wire), white for the neutral and green for ground, but you directions will be more specific.

Some motion sensors (and electronic timers) operate incandescent bulbs only. A fluorescent bulb is not an incandescent bulb, because it needs a ballast.
Other motion sensors can operate fluorescent bulbs, but it may make more sense to use a photocell or a suitable timer (Tork, Intermatic, etc.) instead. You don't want the ballast to be flicking on & off very often, because you'll have premature ware.

should wire up the same regardless of type light used!
