No, although it could be sometimes true. It depends. There are some cultures where direct eye contact is considered plain rude, or even aggressive. As some other answerers have said, it could also be a sign of shyness or inferiority. Some people don't avoid eye-contact but can't maintain it for a long time; I have a friend who looks me in the eye most of the time, but when she has to focus on explaining personal things, and is telling her story, she needs to look past me into the distance to compose that story. That is fine with me. I guess that is why a lot of psychiatrists have their patients on a couch and don't look them in the eye; whereas counsellors who deal more with Q/A responses often sit face to face with the person ...?
If someone is ashamed of something they did to you, there will be other signs of nervousness too. But, like the eye contact thing, some of these can also be misunderstood. You have to know a person really well in order not to misinterpret a lot of body language.

That might be true in some cases, but I know I have met people for the first time that seem to have a hard time making eye contact. I've seen it with store clerks and waitresses as well. I think some people are just shy and not good at talking to others. It doesn't always mean they are out to hide something, they may just be insecure.

I use to be really shy and withdrawn. I never looked people in the eye. Not because I was ashamed or did something wrong but because i was not comfortable looking people in the eye. I'm not like l that anymore. I've become much more outgoing- even aggressive at times.

That wouldn't always be the case, however, if they did do something, then they would have a hard time making eye-contact. But like other people said, there could be other reasons for not making eye-contact also.

No they could be entirely innocent but painfully shy. Sometimes people go through shy periods in their life like when they first enter their teens - some people are always shy. Some "bad" people can make eye contact despite having done things to you of which they SHOULD be ashamed

No its not true. When i was younger my self esteem wasn't as high as it is now.
My reason's for not making eye contact was either i was itimadted by the person and their power like for ex. When i had to go to a benefit Re: Donald Trump.
Or i just was shy.

I'm very confident now. So i have no problem making eye contact with anyone.

There are lots of reasons for not making eye contact with a person. I make a point of not making eye contact with somebody if I know I don't have time to talk to them, especially if they're somebody who tends to drone on and on. I avoid eye contact with people who are trying to sell me something I don't want, or who I think are lying to me, or who I don't like, or who I want to go away. My son just doesn't make eye contact with people, period, because he's shy and it makes him blush. So the answer to your question is "no".

Well i think ashamed is abit of a strong word to use... I guess it could mean that they have something to hide...or maybe the person might have a crush on you...or it could be out of respect... some ppl think that staring at one is disrespectful....

No, definitely not.

I have trouble making eye contact with lots of people, including strangers.

Not because I am ashamed of something I did to them but because I am shy.

If someone who usually gives you eye contact is not anymore then there is probably something suspicious going on there.
