I am doing a paper on the avian flu in Rockingham County Virgina and was wondering when did it first appear?

I can't seem to find anything online or any of the university databases pre-1983, and it seems really strange that it has no documentation about it pre-1983. It couldn't have just shown up in 1983, could it?
