Gift Certificates are good because they can purchase everything/anything they want. I am always short on cash and always have stuff to buy. Try looking at discount stores like Big Lots or Duckwall-ALCO. You can usually find cool stuff at a big discount. A little will go a long way.

Make some gifts: cookies, a cake, a pie, some snack mix, granola, you can find sites to make homemade mixes and just put in a mason jar and tie with a nice ribbon and a card.

You can also make bath salts, scrubs and other things for the bath.

Offers of babysitting, taking care of a pet or dinner at your house when someone is tried - make it up like a coupon.

There are lots of thoughtful things to do for people you care about that do not cost lots of money

The gift of time and laughter! EVERYONE can afford that. Organize a weekly or monthly game night (there are a lot of very inexpensive games out there), movie night, or other family activity that costs next to nothing! Or what about going, as a family, to area nursing homes and singing or visiting the elderly? Are you crafty? Make a special blanket or quilt, using recycled clothes or fabric (my grandmother made one for me, using many of my baby clothes, so each patchwork square has a special memory - for both me and for my mom).
