It depends on how old you are. If you are of legal age not requiring parental consent than anyone else of legal age can accompany you.
If you are required to obtain parental consent, that parent must be there in person to sign off.
Don't expect to be allowed to have your cousin right there with you - many piercers do not allow that and rightfully so. This is an invasive procedure and needs to be done under strict aseptic conditions without interference or distraction.

My daughter was to get her labret pierced this past weekend, as I and my husband were involved in negotiations for a business purchase, our oldest daughter (21) took her (15).
The tattoo studio refused to allow this, I or my husband MUST provide the consent, in person.
In our area a Tattoo studio can lose their license if found to be serving minors without correct consent and must follow rules and regulations set out by the Board of Health, to the letter...this studio is a very high end one and they take their business very seriously and won't jeopardize it for any reason.
I'll recommend this particular studio to anyone because I know the staff is diligent in their safe guards, not to mention that the last thing they want or need is an irate parent who was adamant their child was not to receive a piercing/tattoo but were able to obtain one simply by asking someone older to authorize it.

you could take ur cousin with u but you should take the 23 year old because youll have a better chane of getting it done but i advise u to get ur parents permission first because if ur cousin sign for it and ur parent didnt approve it they could get in trouble good luck anyway

It has to be a legal guardian. Therefore, since your parents are still around, you need their permission. Cousins don't count.

The person who's going to do your piercing is not going to care at all, I heard of people who have done their tongue piercing lying about their age being minors, so It depends the place you are going to do it.

you really dont have to have anyone with you at all. as long as your older than15 than you can do it. but if your like 13 then you can still get it as long as you have an adult with you. but no you dont have to bring anyone unless you want someone to talk to while your getting it
