If you are talking about beauty in human terms research done suggests that perceptions of what is beautiful are reasonably consistant across most cultures, at least regarding the face. Bodies are a different matter. Generally people prefer even features, blemish free, that sort of thing. This might seem shallow but there is a sound biological reason for it. Clear skin, clear eyes, even features are generally signs of good health. Good health means a better chance of reproducing.
Other perceptions of beauty change with fashion. For example tanned skin. In the days when poor people worked on the fields and the rich stayed indoor a lot a tan was not considered attractive. When things changed and more people worked outside a tan became a status symbol. Now we know how damaging the sun really is I expect that fashion will change again.
