Proabably because new presidents are Inagurated in January. This gives an incoming President a full year in office, and then they comment on how things went over the past year.

It serves as a review of the previous year and upcoming hopes and aspirations of the new year. It is especially intended to those who are newly elected or appointed who attend the event and as assurance to the nation as to the direction the president wants to go in his policies.
