It is a temporary condition. That means it will go away but there is mild to severe pain for awhile. It usually occurs when you stop masturbation before complete ejaculation. Sometimes your parents or siblings appear close by and you stop before you finish. Sometims your gf is masturbating you and she quits too soon. Often you will be completely clothed and you see a hot girl in a short skirt. If the stimulation is great enough you will start to c*m, often without even being erect.
