Eisenhower certainly did. Kennedy smoked cigars. Clinton "may or may not" have. He'll have to ask his wife for permission before he answers definitively.

There were numerous shots of John Kennedy smoking early in his life but culture and sociaty deemed it "cool" at the time. The last President to be OPENLY about smoking was U.S. Grant the 18th President. He smoked 20 cigars a day on average. Mostly due to people sending him for his success in the Civil War. F.D.R. also smoked openly and several famous pictures saw a cigarette in his mouth. The date would be in the 1940s. Regan was also a smoker and started eating Jelly Belly (jelly beans) to stop, but while he was govenor before becoming President.

I'd have to say Franklin Delano Roosevelt was the last president photographed smoking. In fact he used a cigarette holder and if you look at the old political cartoons of the day it became a standard trademark of his. Even the small runabout coupe he drove around Hyde Park had a small box built on top of the steering column of the car that dispensed cigarettes.

Eisenhower was a chain smoker and could hardly breathe without cigarrettes. He did attempt to quit many times but never succeeded while in the war or in his presidency.
