When you are around him, try bursting a balloon nearby, put up an umbrella, walk around wearing a high visibility jacket, go whizzing past him on a bike, waving a flag or something, sit in your car and give it big revs, play some really loud music etc... I know you'll feel a bit silly, but if he can stand around and barely bat an eye with all that going on, and seems relaxed and unphased by it all, then he will probably be good in traffic as well.
Get an experience rider to take him out on the roads first time and see if he behaves well or if he is nervous.

Tie him near a buisy road, like in a feild bordering one, and walk him around by the noise and stuff. Then, saddle him and ride him up and down the fence length that borders the road. If he shows no sign of even caring about the noise and cars, he should be bombproof enough for walking on roads.
Make sure you put good shoes on him so he doesnt injure his feet while walking on the asphalt. I would use an ear fly mask, to lessen the strain on his ears. And make sure you guys wear reflective vests.

ok well you can learn alot about a horse in an enclosed area as an arena as you can on the road - put as many distractions up as you can - plastic bags - people making various noises and sudden movements - walk him past cars - tractors - get them to drive past and beep the horns - you'll know yourself how safe he is by testing him like this

Ever on account that i became into little and til on the present time i've got constantly spoke of as my mum "Mummy" and my dad "Daddy". basically because of the fact they on no account spoke back to "mum"/"dad". and that's regularly caught, i think. comparable with my siblings, too. I swear every time my mom calls me at artwork, and that i answer asserting "hi, mummy", i'm getting the main strangest seems from my artwork colleagues. They constantly locate that hilarious and regularly take the mic. and that i can extremely see why it is humorous lol yet, it is on no account replaced, and that i doubt it is going to. mothers and dads will constantly be Mummy and Daddy. And particularly because of the fact they won't respond to the rest from their toddlers! : )

I would suggest you have him on trial before you buy him. Enter the traffic gradually.
Ask loads of questions. where is he kept now, do they hack out alone or in company, get a written guarantee that he will not spook in traffic, at tractors, pushbikes, motorbikes, lorries etc. and do not buy him if they wont. Get them to ride him out first whilst you follow on a pushbike. if they wont, don't touch him.
Good luck

walk him near a road, see how he reacts. if he reacts badly, you can always and walk him instead of riding him down the road. also, can you make a variety of loud noises near him without him being spooky? good luck!! :)
