Racially and originally, yes. They belong to what is called the Semitic branch of the human family, indicated partly by the fact that Abraham is their common ancestor. The Semitic stem has been considerably modified in the case of the Jews by sustained migration. The sacred book of the Jews is the Bible, and of the Muslims the Koran, which they consider the ultimate revelation.

If going by the Biblical account - yes they are brothers.

Jacob - Jews
Esau - Arabs

Esau sold his birth right to Jacob.

Obadiah 1:18 And the house of Jacob shall be a fire, and the house of Joseph a flame, and the house of Esau for stubble.

Malachi 1:2 Was not Esau Jacob's brother? saith the LORD: yet I loved Jacob.

This is why arabs (Muslims) hate the Jews and will eventually attack Israel in the final world war.
