You don't need a visa to visit the Philippines. All you need is a ticked showing a return date or travel to another country and a valid passport good for the next 6 months. If you decide to stay longer than 21 days, visa extensions are easy to get at the Bureau of Immigrations offices located in many of the major cities.

Most countries can enter the Philippines without visa for a stay not exceeding 21 days. Also prepare your exit/outward ticket in case immigration officer would check it.

The first three weeks are obtained at the airport. If you need to stay longer than you have to go to the Philippine immigration office. A visa can be obtain up to one year. After that you have to leave for a day and then return and do the whole thing all over again..

Per the US State Deparment website:
ENTRY/EXIT REQUIREMENTS: U.S. citizens may enter the Philippines without a visa upon presentation of their U.S. passport, valid for at least six months after the date of entry into the Philippines, and a return ticket to the United States or an onward ticket to another country. Upon arrival immigration authorities will annotate your passport with an entry visa valid for 21 days. If you plan to stay longer than 21 days you must apply for an extension at the Philippine Bureau of Immigration and Deportation's main office at Magallanes Drive; Intramuros, Manila, Philippines, or at any of its provincial offices (http://www.immigration.gov.ph).

Yep, I think so but I don't think they're strict about it. I'm sure you can easiy get 'em. But yeah, call the Philippine embassy in your country and make sure you ask them about the visa thing. I don't really know if a visa is required for travelling to the Philippines. =)

Yes the above answers are good, however say you arrive on 4th and depart on 25th that is acceptable, but overstay one day, and you will have to pay the visa fee and a waiver.
The authorities are strict on this, and yes with the entry and exit cards, they know exactly who has arrived, and who has left.
The Bureau of Immigration here is very efficient, and the one in Mandaue, Cebu is staffed by friendly and helpful people.

If you will stay here in the Philippines for 3 weeks, visa is not allowed. But if you want to stay longer, you must get your visa.

you are allowed to stay in the philippines for 21 days.. if you want to stay longer, you need to go to the immigration office for extension of stay, they will give you 38 more days to stay....
