There isn't one. Tony Blair is the Prime Minister of Britain. Jack McConnell is the First Minister of Scotland and under the present constitution there is no Prime Minister of England.

England doesn't have a Prime Minister; in fact England has no devolved government whatsoever, unlike the other three home nations, which each have their own devolved government. England is a nation which is part of the United Kingdom of Great Britain and Northern Ireland, along with Wales, Scotland and Northern Ireland (in no particular order) and therefore it shares the Prime Minister of the UK; Tony Blair.
