You can't download them but Youtube has a great collection to watch.

I dunno where you can download them but if you have a Youtube account you can go to my friend--> http://www.youtube.com/profile?user=nathan515 add him as a friend and you'll be able to see the Ranma1/2 episodes. Though he does have some of them on another account.
