There are a few issues which may or may not indicate a problem.
If you masturbate to the exclusion of duty or meaningful interaction with others it may be a problem.
If you acquire a 'learned response' to masturbation and as my colleague so aptly put it 'become quick on the trigger' it may be a problem.
Finally, if you engage in the activity such that certain parts of your anatomy become contorted, deformed or over developed noticeably compared to their corresponding parts on the other side it may be a problem.
Anything done to excess may be problematic from a psychosocial and/or practical perspective. However nobody passed a law and you may engage in the practice daily for the rest of your life with no issues whatsoever.
It depends on the individual.

Masturbation itself is not harmful normally. Of course after very frequent masturbation without lubrication you may rub the skin a little raw, but this usually goes away. Masturbation has actually been suggested as a method to improve sexual health.
