Is it a copyright violation if we copy and paste other bloggers' items?

When we like some items in other blogs like a poem or a story, we want to introduce them to many people. But is is a copyright violation if we paste these poems / stories in our blogs (of course, with the clear identification of who are the authors)?

Even with full identification and credit, it is technically a violation. A quick note to the blogger for permission should clear it up and I'm sure they will be happy to share and increase their readership.
