The bucket may be tapered so that the area of the opening at the top may be more than 8 times the area at the bottom.

because your pail is tubular and small in width.instead of the rain water levelling out to 1nch it is confined in a small place and goes deeper instead.a narrower vessel would see a higher depth than the pail.
