where D L is correct in answering your question I would like to point out that you should just get rid of Norton and find something else, I mean if the fact that you are trying to download an update for a program that is blocking ITSELF from updating can't be that great, you'd think that if Norton was such a great program it would let its own updater run.
It's not just my opinion, look around, most people are fed up with norton not working.

Your Norton firewall/Anti-virus package is stopping you completing the updates. All you need do I turn off/disable Norton, then carry out the updates. But remember to turn back on Norton once updating is complete.

i get that from time to time it seems to fix itself, but you can try this link and use the autofix and see if that finds anything.
I suspect the one saying get rid of norton, uses a free version.
I would say would you like to know you're protected or use a lesser program that doesnt work as good?
norton is a good one
