The Colorado School of Mines would be the best place to study your subject. I'm not sure if it is a public university. At any rate, a foreign student pays out-of-state tuition at any public university in the US, and it isn't cheap!
Why is it that people want easy admission and cheap tuition? Doesn't that make a college degree worthless?
