Those universities that give oppertunity to get admission with as low as CGPA 2.7 for international students.

The Colorado School of Mines would be the best place to study your subject. I'm not sure if it is a public university. At any rate, a foreign student pays out-of-state tuition at any public university in the US, and it isn't cheap!
Why is it that people want easy admission and cheap tuition? Doesn't that make a college degree worthless?
