they are getting paid by the hour for the hours they work until I have enough clients. They chose $12 an hour vs $10 plus mileage, gas allowance. So do I need to pay the $12 during the drive time or only while they at the client's home?

Labor laws--if they are on the payroll they are on your payroll. Have them to keep a log of their time from the time that they leave their house until they return home. Maybe you are not aware that the employer is responsible for his employees from start to finish. Traveling time to and from a client is consider as being on the payroll. If they are in a car accident going from point A to point B you are liable although you are not paying for their auto insurance. Keep in mind when you hire someone about their past driving record. You can run a DMV check or have them to bring you a DMV current print out before you hire them. Do they come back to the office during the day? Are them doing referral only, so many per day? Are you giving their assignments to follow up on? Are they doing cold calling to sale a service or product?

They get paid from the time they start the job. That means if they meet at your house or business and you all drive to the house, they start getting paid when you leave your house or business for the job. If you all meet at the persons house, they get paid from the time they arrive.
