depends on your operating system but what is most likely happening is your boot.ini file is either corrupted or missing from the boot sequence. If it won't boot up either in safe mode or normal, have you tried using the "last known good" entry. If none of those works you could try overwriting the boot sequence, you'll need to have your system install disc and when prompted select to use the recovery console this will drop to a DOS command line where you can perform several tasks. If you do this then just type help and the list of commands comes up if you need help on the commands type the name of the command followed by a space and forward slash question mark (e.g. fdisk /?)
Of course the easiest solution is to reinstall, just make sure to select "keep current file system" or everything will be rewritten rather than just the corrupted file.

Sounds like you've changed your components.
Windows XP builds up a list of your components and if you change too much it wont boot. You can reinstall XP (or repair it) but you will need to activate your Windows registration again.

Safe mode doesn't load either? Have you installed a new device or something recently this usually screws things up. If it will load in to windows then you need to go to in to control panel and disable the new thing that you installed and then see how it goes.
