I delete some files from my hard drive into the recycle bin. Later I cleared out the recylce bin because my computer was acting up. I thought that maybe there was a file that had a hidden virus. Where do the files go after you remove them from the recylce bin.

Now I realized that I need one of the files that was deleted.

You can restore the file only if the place on the hard drive has not been over written.
Try using a file recovery program like this one:

all deleting does is remove the pointer to the file location. The file still exists in memory until it is written over. So it can usually be retrieved even after emptying out the hard drive, although you might need to find some software to retrieve your information at this point. I haven't personally tried to retrieve any files deleted from my recycling bin so I can't tell you more, only that it usually can be done.
