some orchids absorb food from the air. therefore you must give a foliar spray containing micronutrients as well as macro. go to a garden shop nearby and ask them to give you a small packet. spray every fortnight.

you've probably answered your own question inasmuch as it has been transplanted ; these back bulbs can take three to four years to flower , particularly if it is a large cymbidium .
but be patient ,if the conditions haven't changed , ( i.e if you are up to speed with the orchid environment ) then I'm guessing it's a time thing . good luck .

change the potting mix
go to your nursery they have that
also check on yahoo search for a website on orchids.
sometime depends on lighting or temperature might affect it
