It's because the whole werewolf-ism thing was originally just Ergotism, or ergot poisoning. People got it from eating rye bread that had been contaminated with a certain fungus, and that caused them to have hallucinations and convulsions that would just be attributed to lycanthropy or witchcraft.

Ever been to Montreal? Werewolves and vampires certainly exist there. Werewolves are aggressive because every full moon they need to eat a heart. Anything that wants to eat your heart is going to be aggressive. Beware: you can tell a werewolves by the moon tattoo. Werewolves always have a moon tattoo.

According to legend that aggressiveness was simply part of the connecion to the wolf that they transformed into. It was part of the propagation of the idea of wolves being aggressive and attacking people without provocation.
This was an outgrowth of the origin of the werewolf mythology which was from the Old Norse Barsark (modern Berserk) warriors who often went into battle wearing only a bear or wolf skin and were the fierciest fighters of the time (possibly of all time).
