I'll just give you ideas because I can never start papers or debates without a lot of thought so here are the reasons that cell phones are a menace.
Cell phones are used commonly in drug trafficing through text message because it is essentially inpossible to trace.
Cell phones are dangerous while driving because the focus on the road is incredibly diminished. In many states, including New York, it is illegal to talk on your cell phone and drive.
Cell phones are a major distraction druing school, what with the use of text messaging, picture messaging, games, and even mid-class phone calls.
Cell phones also help students cheat on exams. The use of silent text messaging allows answers to questoins to be sent right to a students cell phone.
People on cell phones in restaurants and in other public places are considered rude. People talk on their cell phones while picking up their laundry, while ordering food, and don't put the phone down for a second. (Maybe here point out that we are all guilty of doing just this, and we don't think that cell phones are a menace. Wh, we are being disrespectful to the people we love in our own homes by shutting them out.)
When a person is on a date, the use of a cell phone is considered extremely disrespectful. In fact, the use of a cell phone will often be the reason that a date ends prematurely or the reason that the daters won't see each other again.

It's illegal in New York State to drive and talk on a cell phone. You might do a paper on the dangers of talking on a cell phone while driving. Some people think it's no less distracting than talking to someone in your car, but the person in your car is aware of traffic conditions etc and knows to shut up if you need to concentrate more. The person on the phone doesn't. You could also debate how people on cells discuss intimate, personal things or have huge fights out in public where all this is overheard. They're not sitting in their homes with some privacy. The whole world doesn't need to know a cell phone users business.

They are a menace when people use them while driving. So many don't have their mind on the road as it is, let alone while phoning.
