quickest way to see if it is just your line and not your programs.
Disconnect the phone line from the back of pc, with the same line connect to a LAND-LINE CORDED TELEPHONE. Pick up handle and listen for a dial tone do this repeatedly if necessary.

Then hook everything up again if it works then it just needed a boost, probably your providers issues.

Number One is no cable hooked into the modem.
Number Two is a bad modem,
Number Three is a bad phone line wire.
Number Four No dial tone avaible from the phone wire.
Number One and Two you can fix number three and Four are at the mercy of your landline carrier sorry:(

you have to disconnect all the wires and wait for like ten minutes, then you have to connect it all up again

and then switch on the mains.

But make sure that you have actually run the software CD
and your phone is actually working

if all fails, admit you have to read the manual

i know who really likes reading the dam things

somebody tell them to cut them down and not jargon them

It's not turned on?
It's not plugged in?
The phone line is dead?
It's submerged in water? (Ok, not so likely)
It's not a modem after all, but is in fact a killer mongoose? (Even less likely)
