Yes. The Philippine Constitution drawn up by the Malolos congress was effective from 1899 until 1935. It established an (essentially) republican government, where all power is derived from the sovereignty of the people. In addition, it established Spanish as the offical language, later changed to English and Spanish in 1935, and eventually to Filipino and English in 1987.
