why did bush beat al gore, is it to do with personality that the American people liked?

I would submit that personality had little to do with the election. I am Repub as they get and will admit GW is no prize. GW may be smart (or not)..in either case he comes off like a jackass.

The Dems had simply gone too far left. Gun Control, sexual "anything goes" policies and ever more government does not sit well with the older generation. I'm talking those 60+ who vote faithfully. Maybe when that generation and mine dies out the goverment can go ahead and progress to the Dems dream of a Nanny State. There are enough of us left that can do for ourselves,thank you, without needing the likes of Al/Bill/Hillary looking out for us.

Governments should build infrastructure and defend the country, and little else....something sadly even the Repubs are forgetting these days.

This is the big question as it was claimed and still is that Gore actually won.
The multiple recounts in Florida a state with Jeb Bush as governor still are discussed today. Many voters were discarded and held many protests in the senate.
It was announced by all news networks that Gore has won except Fox News (with Bush's cousin in charge).
It was the worse example of democracy in action ever seen.
Bush had the power and money behind him.
Gore would have made a very good president.

In his movie Farenheit 911 Michael Moore claims that in fact Al Gore won the popular vote, but Bush had friends and family in important places and that turned the tide. Seemed pretty convincing to me.
